This project establishes a new government office complex in southwest Tirana, bringing together institutions currently dispersed across the city. The building is conceived as a civic hub—an efficient, collaborative workplace that also serves as a public landmark, rooted in its site and responsive to its context.

Located near the lake and hills, the site draws strength from its surroundings. Green corridors weave through residential blocks, extending the city’s ecosystem toward the building. The design is structured around Macrocosm and Microcosm: an orthogonal grid that stretches public life into play zones and gardens, and an interior courtyard that offers a shaded, tranquil core.

The form responds fluidly to its neighborhood, introducing terraces, setbacks, and angled façades that mediate scale and create intimacy. Viewing corridors align with landmarks and landscapes, reinforcing ties to the broader city while carving out places of retreat. The massing, while distinct, carries a timeless quality—clad in regional stone, porous, and light. References to Albanian traditions are woven in: welcoming porches at the base, a raised çardak for gathering, and a great central hall anchoring the ensemble.

Three interconnected towers rise from a shared plinth that houses lobbies, commerce, and childcare. Linked by the elevated Chardak, the towers foster collaboration between 22 organizations, each accommodated with floor plates suited to their needs. Continuous balcony rings further strengthen exchange across agencies. At the top, collective spaces open to Tirana’s evolving skyline. Functional yet symbolic, the building embodies Albania’s progress, uniting its institutions within a civic landmark that is both contemporary and enduring.
